At BlizzCon 2013, after the reveal of the upcoming Warlords of Draenor expansion for World of Warcraft, production director J. Allen Brack stated once again that World of Warcraft would not be going free-to-play, ever.
The reason is that in order to transition the MMO, Blizzard would have to do “significant” reworking of the game’s entire structure. ”We didn’t make the game to be free-to-play,” Brack stated, “It’s not something we’re currently considering.”
Players can experience the first 20 levels for free with the Starter Edition, with limited features.
