Sony isn’t so shy about letting gamers use content created by the community, Microsoft on the other hand seems to be zealously cautious of any malicious code.
It’s doubtful any major breakthrough on the mod front will arrive in time for the games release on the console, but Epic will likely announce their intentions not longer after. Releasing the mods through themselves is the “worst case scenario” and hold out hopes for a user-management system.
