Whilst the engine powering the game - GlassBox - is technically capable of supporting modifications, Quigley commented that the team won’t be making that decision until after the game is out, but that they are also not treating that aspect of the community lightly.

It’s worth noting however that this mainly refers to official mod tools and mod support - modders being modders there will probably still be some limited modding at launch regardless.
