A new Beth Blog post has been released by Bethesda that explains the new way perks will be available to players in the upcoming post-apocalyptic RPG, Fallout 4.
Players will be initially be given 28 points to assign to the 7 S.P.E.C.I.A.L. skills, which makes maxxing a skill at 10 somewhat difficult. Players unhappy with their distribution can change it before they leave the Vault.
The S.P.E.C.I.A.L. skills are more important than ever, as they determine the Perks your character can acquire when they level up, not the level itself. For example, in Agility, the Perk that’s available at 1 is Gunslinger (20% more damage with pistols), while players with a 10 Agility will have Gun Fu (your 2nd target in V.A.T.S. takes 25% more damage regardless of weapon) available to select. In addition, most Perks themselves can be leveled up. Gun Fu, for example, can be leveled to become more and more effective. (Some Perks like Awareness only have the one level.)
Leveling is still based on experience points, but players will level much faster than in Fallout 3, and there is no level cap anymore, thanks to the new S.P.E.C.I.A.L./Perk system
