In a Reddit AMA (Ask Me Anything) Proxy Studios, the developers of the upcoming 4X strategy title Warhammer 40,000: Gladius - Relics of War confirmed that the game would get Mod Support and be supported with DLC expansions, but would not have Microtransactions. So, good news all round there.

You can find the full AMA here. Regarding Mod Support at launch, developer Rok said:
"You will be able to mod at release, you'll have to get your hands a bit dirty modifying xml files, but you can modify existing or create entirely new units, weapons, factions, abilities etc, and once we release our 3DS Max exporters even create new graphical assets. It's really the same way we work on the content. We tried to be as flexible and open from the start of development, but we didn't compromise on performance by using an interpreted language."
Although he did admit that Steam Workshop support will not be available at launch, saying that this was "sometimes tricky with licensed titles and we have our hands full right now" but wasn't ruling it out for post-launch.
Speaking of post-launch, various developers confirmed that there would be DLC with new factions (there are four at launch: Astra Militarum, Space Marines, Orks and Necrons), with hints towards possibly Chaos Marines and even <a href="https://www.reddit.com/r/IAmA/comments/7t42dm/we_are_proxy_studios_developers_of_the_upcoming/dt9oqbl/>Tyranids</a>.
However, Proxy Studios confirmed that there would be no Day 1 DLC or, thankfully, Microtransactions. This was actually confirmed by publisher Slitherine's representative Iain, who suggests that Slitherine as a whole are against the practice:
"We tend to avoid them. We prefer to offer DLC in significant chunks that add real value. Our core audience tends to be very anti anything that resembles a free to play mechanic."

There is no current release date for the game, although when asked in the AMA the response was "it shouldn't be a very long wait." Hopefully that's true.
