These increase both the difficulty, throwing bulkier enemies your way, but also the chance of legendary loot dropping. Playing on True Vault Hunter mode can further increase your chances.
The key to obtaining Breath of the Dying in Borderlands 3 is, as you can probably tell, perseverance. Luckily, killing stuff in the game makes for one hell of a time.
