Cyberpunk 2077 may well have a New Game Plus feature, according to the latest word from the game's Lead Quest Designer Pawel Sasko. While character progression is still undergoing heavy development, Sasko did say that it is unlikely that we'll be able to max everything out in a single playthrough.
Do keep in mind that this doesn't outright confirm that Cyberpunk 2077 will have New Game Plus, but the developer's commentary does hint heavily at that, if nothing else.
When asked whether Cyberpunk 2077 will allow us to fully max-out our characters during a playthrough, or if the game will be closer to The Witcher 3's limited upgrade slot functionality, Sasko had a lot to share: "Most likely it won't be possible to max out everything on 1 playthrough, as it would have little sense to have a game that is about replayability and choices, while in the same time allow the players to max out all the stats on the first run."
It does take a bit of reading between the lines, but this certainly allows plenty of room for the implementation of New Game Plus in this way or the other. Whether that's the case or if it's just being overly hopeful, however, remains to be seen.
We do know some things for sure, however. For example, CDPR is focused primarily on delivering a high-quality singleplayer experience with Cyberpunk 2077, and the game's hypothesised multiplayer functionality isn't the focus.
