Your best bet when it comes to farming Toxic soot flowers in Fallout 76 is to visit the Toxic Valley region of Appalachia, as denoted in the picture above. More specifically, we'd advise you to look in the toxic dried lakebed, as well as close by the crashed space station, as Toxic soot flowers seem to grow there in droves.
Alternatively, we've heard that going to the east from Mama Dolce's Food Processing might net you a few of these flowers. Be sure to look around the front entrance to Wavy Willard's Water Park as well, just in case.
