The Division 2 Agent Kelso is found in Castle Settlement, though her location isn't exactly made obvious, short of being pinpointed on the map. Here, you're going to learn how to work around this issue.
How to Speak with Agent Kelso
When you finally make your way to Castle Settlement, it might seem that finding Kelso is going to be a slog, but that's not necessarily the case. In fact, if nothing bugs out, you can just head through the central Settlement building past the Lincoln statue, taking a sharp right turn when you get outside. Afterwards, go straight all the way until you reach a garden path with bushes on both sides. Soon enough you'll notice a large green hatch directly in front of you. Interact with it to meet Kelso for the first time.
Thing to keep in mind is that, narrative-wise, there will be virtually no reason for you to return to Castle Settlement once you interact with Kelso. If you do, however, you'll be met by a curious bug that will keep replaying the Kelso cinematic every time you come back to her. For the time being, and before the bug is resolved, best steer clear of Castle altogether.
