Chromatic Aberration is one of the oddest graphical effects around, as it adds a colour distortion or slight blur to the edge of objects. Unfortunately this has the effect, especially in The Outer Worlds, of just making the game look completely blurry - when it doesn't need to be.
Chromatic Aberration cannot be switched off in the in-game menu, but fortunately there is an easy-to-install mod which can do it for you - at no cost to performance. Download it, extract it (it doesn't matter where to), and you'll see two folders - for the Epic and Windows Store versions of the game. Go into the appropriate folder for the version of The Outer Worlds you have, and run 'RunMe.bat'. It'll install the mod and the game will suddenly look much sharper.

If you want a general improvement mod that'll increase and sharpen temporal AA, remove Chromatic Aberration and other improvements, give The Tweaked Outer Worlds mod a try. It'll generally improve all the graphics in the game with some simple tweaks, that shouldn't have any obvious impact on performance.

Extract and copy everything from the 'Main Files' folder provided to The Outer Worlds\Indiana\Binaries\Win64, then launch the ReShade Installer & select IndianaEpicGameStore-Win64-Shipping.exe located in the same folder. The game's API is Direct3D 10+, then when ReShade asks you if you want any additional .fx files say "yes".
While in-game, press the Home button to open ReShade Menu Overlay, End key to toggle main effects, and PageDown key to toggle Depth of Field.
