Victoria 3 might not emphasize war as much as other grand strategy games, but conquering new territories remains a good approach to seizing new resources and expanding your influence across the globe. If you’re eyeing a chunk of land across the sea, you will need to look out for the insufficient naval support modifier.
Victoria 3’s insufficient naval support modifier can spell doom for any conquest attempt, heavily debuffing your army’s fighting capabilities. It’s also not obviously signaled or properly explained in-game, which can lead to a lot of confusion surrounding it.
Victoria 3 Insufficient Naval Support
Pulling off a naval invasion requires an active fleet led by an admiral that transports your ground troops and the general that leads them to your targeted territory.
Each admiral can command a certain number of flotillas, much like each general can lead a set number of battalions into battle.
From what we can tell, Victoria 3’s insufficient naval support modifier appears when the number of flotillas involved in a naval invasion is smaller than the number of battalions they have to transport.
To stay on the safe side and avoid it, you need to make sure that you have more flotillas than battalions prior to launching a naval invasion. Flotillas are built in naval bases.
Alternatively, you can also promote the admiral involved in the naval invasion, allowing him to control more flotillas.
Victoria 3’s insufficient naval support modifier may have other intricacies but, generally speaking, ensuring you have enough ships for your ground troops seems to keep it away from invading armies.
