Paradox Interactive today unveiled Victoria 3: Voice of the People as the grand strategy game’s first post-launch Immersion Pack. Aiming for a May release date, it introduces agitators, the ability to exile them, alongside various other features.
Agitators are a new kind of character in Victoria 3: Voice of the People, able to convince people to support Political Movements of their Ideology.
Victoria 3: Voice of the People Release Date
“Agitators will shake up your internal politics, acting independently of their Interest Group,” a recent dev diary explains.
“Amplifying power from below, Agitators serve an opposite function to Interest Group Petitions which reflect the demands of the political elite. Depending on how your goals align with theirs, Agitators might be a painful thorn in your side or a valuable ally to your political agenda.”
You also get the ability to exile these characters, which gives other nations that might find their political leanings useful the chance to offer them harbor and use them to further their own goals.
Victoria 3’s Voice of the People Immersion Pack is themed around France, and introduces “such weighty topics as the Paris Commune, the Dreyfus Affair, and the dynastic struggle for the French throne - including of course the return of the Bonapartes.”
It also explores the nation’s quest for territory, promising “ample new Journal Entries and Events.”
In addition, the DLC brings with it a baroque-style blue UI skin as well as a French-themed paper map of the world and historical Agitators with unique appearances, including outfits and props.
The remainder of the dev diary which announces Victoria 3: Voice of the People delves into how the team behind the game is now split into three sub-teams, following the game’s launch, and how it defines an immersion pack.
Where the Machinists sub-team handle more systems-heavy updates, the Academics and Artisans sub-teams craft “narrative design/scripted content and art respectively.”
“While the Academics and Artisans work on 1.3, the Machinists team is cooking up the next systems-focused update, which will include some long-awaited free updates related to our other post-release pillars.”
As you probably expect, Immersion Packs “contain plenty of narrative content like Events and Journal Entries, major visual updates, and light but impactful new mechanical features and systems reworks.”
They will be themed around a country or region of the world, but its new mechanical features and systems reworks “will be mostly contained in the free update that will be released alongside the Immersion Pack - everyone gets the feature, but Immersion Pack owners will also get all the bells and whistles,” the dev diary explains.
As an example, Voice of the People’s Agitators are free feature, but interactions like Exiling characters are only available to owners of the DLC.
Victoria 3: Voice of the People’s release date is currently slated to occur on May 22, 2023, when it arrives on PC. It is available now for pre-order, for the price of 14,99€ or your regional equivalent, and will be accompanied by patch 1.3.
