Wasteland 3 Slavers Bounty Quest
Hallie is located in Downtown Colorado Springs, near the main entrance when coming from the Rangers HQ. Hallie can be found by some tents alongside refugees around a campfire, in the main pillory plaza where the Dorseys are executed at the start of the game.
SPOILERS: Once you talk to Hallie, you can choose to let her leave (which gives you +10 reputation with Wasteland Refugees) or turn her in to the slavers as bounty (-10 reputation with Wasteland Refugees, but you gain access to the big vault located in the Ranger’s HQ medbay).
