Proving their allegiance with the fans, the Overwatch development team have agreed that their " 'cool meter' was off from yours on this one" when it came to Mei's new skin.
Introduced during this year's Holiday event, Mei's version of the casts' holiday-themed outfits angered a few select fans for being notably toned down from the differences seen in the others. And when it mostly boils down to luck of the draw to earn it, there's an understandable 'worth' expected from the community.
Replying to a disgruntled fan on the Blizzard forums, Jeff Kaplan - Overwatch's game director - chimed up on the matter saying "Hi there. Sorry you are disappointed with Mei's winter skin. We don't have a specific rule for what makes something Legendary or Epic. We just sort of make a gut call based off of what we think is cool. Coolness is very subjective, and based off of the community reaction it seems like our gauge was off on this one."

Quelling fears that Mei might go some time without seeing a worthwhile addition to her wardrobe, Jeff assured fans they have something cooking - or freezing? - for her that should see the light of day early next year.
Forgive and forget. Her skin is noticeably lacklustre compared to the other holiday offerings; but she did get her snowman cyro-freeze fans wished for long before the Holiday event was confirmed. It's true that you can't please everyone.
