343 Studios, the current developer behind the Halo series, has commented on requests to bring the Halo: Master Chief Collection to PC, and it looks like it might well happen.
In a recent development update, 343 answered a lot of frequently asked questions about the upcoming big Xbox One content update for the Halo Collection, and the top question was about a PC version. Their response was "we’ve heard you loud and clear".

You can see the full update here. We've previously suggested that the big content update for Halo: Master Chief Collection could see the series return to PC at last, now that all Xbox games are Cross-Play with Windows.
The team at 343 have been asked a lot about a PC version of the Halo: Master Chief Collection, and here is their official response:
"We know this is something many people have been asking and wanting for years now. Currently our priority is updating and improving MCC for Xbox and there’s still plenty of work to be done on that front. While we have no official plans to announce at this time, we’ve heard you loud and clear."
While no guarantee, the possibility is there, and undoubtedly themselves and Microsoft are waiting to see what the PC and fan response will be. The Halo series are very fun games even today, so we'd personally love to see the entire series become easily available on PC.
