Broadly speaking, when seeking them out, it’s a good idea to head for the nearest shoreline and start following it. You should eventually bump into a seagull or more, especially during daylight.

You should easily find a couple of great Red Dead Online Seagull locations along Flat Iron Lake’s shoreline and on its islands.
The shoreline between the Van Horn Trading Post and Annesburg can also be a good Red Dead Online Seagull location. If you don’t spot any of the birds right away, try following it and waiting for a couple of minutes.
If simply following the shoreline doesn’t help, or you’re rather far from any bodies of water, you can access Red Dead Online Seagull locations more quickly by starting legendary bounties like Yukon Nik and Tobin Winfield.
In the former’s case, head to the shore near Blackwater. If you chose the latter, look for seagulls on the bridge near which the mission spawns you.
On a similar note, you could start the Blood Is Thicker Than ‘Shine story mission then follow the shoreline below Bard’s Crossing and leading to Blackwater. You’re bound to find some Red Dead Online Seagull locations there.
