Paradox Interactive doesn’t plan to abandon Victoria 3, currently dedicating a “full team” to its development. The goal is to help the title find its place alongside other grand strategy games in the publisher’s portfolio, which continue to draw significant numbers of concurrent players daily.
CEO Fredrik Wester confirmed this during a livestream focused on the company’s Q1 2025 interim financial report, where he was asked about the game’s state and the resources currently allocated to it.

“We have a full team working on Victoria 3,” Wester said, “and we’re looking to have it as one of our evergreen franchises […] like a lot of the other grand strategy games.”
He went on to admit that the title is “not really quite there yet” before adding that the publisher “would like to increase reviews,” likely referring to those on Steam. At the time of writing, the title has a “Mixed” rating, with 69% of reviews expressing approval of its current state.
Victoria 3 is set to receive several pieces of DLC this year, as part of its second expansion pass. According to Wester, the pass has “been doing quite well” since it was officially unveiled, which paints a promising picture, at least for the near future.
Earlier this year, Game Director Martin Anward also reassured fans that the game is “absolutely” receiving more content.
Although the DLC’s financial performance will likely inform how much future content the grand strategy game will receive in the long run, its Sphere of Influence expansion has helped it find its footing, to an extent, by adding notable features that enhance its depth.
We’ll have to wait and see whether or not future additions can live up to or surpass it.
