To be more exact, this latest update includes a fully-fledged map editor, but also a scenario editor as well, the two of which can be combined to create fairly distinctive custom games that may well veer into the territory of the fantastical, depending on how imaginative you are.
While it's pretty obvious what exactly the function of a map editor is, the scenario editor is a bit more vague. This is because it's a powerful toolset that lets players define their own factions, cities, buildings, armies, and even include their own custom faction symbols.
Even better, since Oriental Empires offers full integration with Steam, players can even go so far as to upload and share their creations via the Workshop which usually works wonders for the longevity of any game that offers this type of service.
