Victoria 3 already ended up with a fairly rich modding scene shortly after launch and, amid a variety of useful UI tweaks, the Necronomicon mod infuses a good dose of Lovecraft’s Cthulhu mythos into the game’s simulation of the Age of Progress.
Victoria 3’s Necronomicon mod latches onto existing systems, being one of the more notable additions to its Steam Workshop section. If you take the plunge and subscribe to it, you may notice that your map looks a bit different; that’s not an early sign of madness, but the new nation of R’lyeh the mod introduces.

The nation comes packaged with two new cultures – R’lyehian and Innsmouther – alongside a themed journal chain that includes 11 supporting events. One of them unlocks the new Arkham Knowledge technology, which increases innovation and technology spread.
If you play as the new nation, you’ll quickly notice that some of its interest groups have more appropriate names – the Devout, for example, become the Cult of Cthulhu.
In addition, Victoria 3’s Necronomicon mod also adds a building that allows submerged nations to acquire wood alongside new interest group ideologies.
Another cool flavor bit comes in the shape of a Decision that allows you to adopt the Cult of Cthulhu as your state religion when an Occultist is in power.
As of November 2022, the mod is still being updated. While it doesn’t fundamentally alter how Paradox’s long-awaited grand strategy game works, it certainly adds a missing dash of the occult that was missing from its vanilla version.
