Victoria 3’s successful launch saw players flocking towards its menu-heavy social and economical simulation of the Age of Progress. Taking advantage of the game’s momentum, Paradox has now shared the first details about patch 1.1’s release date alongside what we can expect from the first major update.
Victoria 3’s update 1.1 release date doesn’t come accompanied by a fixed schedule for future releases, but the good news is that we won’t have to wait too long before it introduces the first system tweaks to the grand strategy game.
Victoria 3 Patch 1.1 Release Date
In the second post-launch dev diary, the developer revealed that Victoria 3’s patch 1.1 release date is currently slated to occur at some point before the end of the year. Later, that date was narrowed down to December 5.

Patch 1.1 will focus on adding more polish to Victoria 3 by squishing bugs fixing, tweaking balance, alongside improving the AI and user interface.
The pops interface will receive a rework that makes it easier to visualize your people’s needs. Separate tabs are planned to cover economy and consumption.
The former shows the selected pop’s income, expenditure, and its top 5 goods expenditures. The latter offers a breakdown of all of a pop’s goods expenditures, alongside pricing information for both the state and market. Further improvements are planned for later patches.
Legitimacy is also receiving some attention when Victoria 3’s update 1.1 release date comes around.
Although still a number between 0 and 100, it is now divided into 5 categories with different effects. The higher the number, the more likely your people are to accept their government.
In democracies, the share of votes represented in Government has a direct effect on Legitimacy, to an extent determined by your country’s laws.
More restrictive voting systems still prioritize clout, but as your population emancipates, you’ll need their votes for a legitimate government.
Laws are also targeted in Victora 3’s patch 1.1. As the standard of living decreases, you’ll see more radicals appearing, while more loyalists will pop up when it increases.
This is offset by “modifiers on the more restrictive laws that increase Loyalist and reduce Radical gain among the accepted parts of the population - the more restrictive your cultural/religious tolerance, the greater the effect on the part of the population that actually falls within it,” according to the developer.
Changes to oil and rubber are also on the way alongside a morale rework.
Units on both sides of a conflict will take morale damage each round, various factors like technologies and production methods being able to modify how affected troops end up being.
