One guaranteed way of recruiting a Watch Dogs: Legion Spy is changing the Westminster district’s status from oppressed to defiant.

You do so by completing the objectives tied to the three red markers on the map. This unlocks the Like Clockwork mission which automatically grants you a Spy.
Another good Watch Dogs: Legion Spy location is the MI6 building found in the western part of the Lambeth district. As sneaky as spies can be, this is their home base, after all.
The SIRS, Blume, and other government buildings are also worth checking. Keeping an eye out while exploring London remains a good idea, although your chances to find a Spy out in the open are lower than those of finding other kinds of recruits.
