The 2F Shower Room locker code is CAP, and if you're into that sort of thing, you can go and find the code written down on a whiteboard in the Operations Room.
Resident Evil 2 Remake Locker Codes - 3F Stairwell
3F Stairwell locker code is DCM. The padlock in question is located at the top of the stairs, then directly in front of you, and the film on which the code itself is located can be found by in the Firing Range in Racoon City PD B1.
Note that you will have to develop the film before using it, and you can do so in the Dark Room on 1F.
Resident Evil 2 Remake Locker Codes - Sewers Control Room
The Sewers Control Room locker code is SZF, and you can find it written down on a discarded flyer in the Workers' Break Room, which is also located in the Sewers.
