Cities: Skylines 2’s San Francisco Set brings with it additional items that, when unlocked help us not just customize our cities but also set them in a brand new location.

As the sequel approaches launch, the only way to unlock Cities: Skylines II’s San Francisco Set is by purchasing its Ultimate Edition.
Aside from a variety of other content packs, the edition guarantees an instant unlock of Cities: Skylines II’s San Francisco Set when the game’s PC version launches on October 24, 2023.
Here is how the DLC is described on the game’s Steam page:
Bring some sunny vibes to your city with this San Franciso themed set. A Muscle Car Garage building, 5 different Muscle car models and a police vehicle will spruce up your bustling beach city. Included in the set is also the iconic Golden Gate Bridge and of course - a San Francisco map. Exclusive when buying the Expansion Pass.”
As the final sentence in the above paragraph notes, the set is exclusive to the expansion pass, which is currently only available through the Ultimate Edition.
It’s possible that more methods of unlocking Cities: Skylines II’s San Francisco Set will be made available further down the line.
These could involve separate purchase options for either it or the expansion pass. If we’re particularly lucky, we may see it being given away for free at a later stage, although that may just be wishful thinking.
