Owlcat Games has acknowledged that the previous patch for Warhammer 40,000: Rogue Trader introduced problems with the Price of Humanity Quest in Act 4. Specifically, the quest was unexpectedly removed for certain players who had met all the necessary prerequisites.
Rogue Trader Patch 1.1.46 is now live on Steam, with the patch notes revealing several changes to help players having problems with the various quests within the Koronus Expanse.

System and stability
Firstly, this patch resolves an issue where players received a crash message upon exiting the game, and it also fixes a memory leak issue triggered by damage-over-time effects originating from traps.
Finally, Owlcat Games addressed a significant issue that could cause an infinite loop of turn interruptions when attacking outside of combat scenarios. Specifically, parties equipped with both the Seize the Initiative and Savour the Kill talents will no longer come across freezes or crashes when attacking and destroying an object or enemy before the start of combat.
Quests and Narrative
There are some spoilers in these details, so please don’t continue reading if you haven’t finished the game yet.
Key fixes include correcting inverted conditions in the Marazhai romance, leading to inappropriate greetings, and rectifying the unintended removal of the Price of Humanity quest for players who met all prerequisites - this quest has been rightfully restored.
Additionally, the developers have solved a problem where fights with Mandrakes wouldn’t initiate as expected during the Price of Humanity quest after dialogues with Emelina, and corrected misattributed dialogue lines, notably assigning the correct speaker in a conversation at Kiava Gamma and fixing dialogue flow issues with characters such as Nomos and Yrliet.
Owlcat Games has also made adjustments to quest progression and interactions. For instance, the Aeldari in Distress quest will now fail appropriately when moving to Act 3, and critical dialogue with Jae in the Commorragh Arena has been fixed to prevent breaking.
Another issue addressed is a scenario where Act 2 couldn’t be completed due to a glitch in Jae’s romance event, and now Marazhai’s event in Act 3 triggers correctly.
