There's no exact cause for this error, but the general consensus is that the problem is with a corruption of Microsoft's cloud data. The good news is that there's an easy fix - the bad news is that it might not work for everyone.
The first thing you need to try is to change your Country or Region in Windows 10 settings. Go to Right-click Start Menu > Settings > Time & Language > Region. It may have been altered somewhere, but regardless - change your region to the correct one, US or UK or whatever, or change it to an incorrect one then back again. If you're not in the US, maybe try setting it to that too? You also may need to restart your PC. After all this, the error should be fixed!
