Paradox has offered, in the recently published dev diary 4, more details on the role of the Goods available in Victoria 3, as well as the four categories that players will have to keep track of and manufacture.
Victoria 3’s Goods are manufactured by Pops working in buildings, which happens to be “how the vast majority of the wealth in Victoria 3 is created.”

Over the course of a game, you’ll deal with for broad categories – Staple Goods, Luxury Goods, Industrial Goods, and Military Goods –, but there are now “hard rules” as to who consumes what type. As the developer explains, “you will find Buildings using Luxury Goods and Pops purchasing Industrial Goods when and where it makes sense for them to do so.”
Victoria 3’s Staple Goods are “everyday goods that Pops need to live, such as food to eat, wood to heat their homes, and clothes to wear.” Poor and middle-class Pops will favor them, while richer Pops tend to prefer Luxury Goods.
The latter are described as “things that Pops do not necessarily need but definitely want, such as fine foods, luxury drinks like Tea and Coffee, or fine clothes made from chinese silk.” While more profitable to produce, you also need to make sure that you have someone willing to buy them.
Iron, Coal, Rubber and Lead all fall under the Industrial Goods umbrella. Their main purpose is to be converted into other Goods and you’ll need quite a few of them if you’re looking to industrialize and grow your country’s GDP.
Military Goods like Small Arms, Ammunition, and Warships, go towards arming and supplying your navy. “The more technologically advanced the army or navy, the more complex (and expensive!) Military Goods they will need,” Victoria 3’s dev diary 4 reads.
Paradox will revisit the topic of Goods in future developer diaries. Victoria 3 is headed to PC and does not currently have a release date.
