There are just two gameplay balances introduced, and two feature improvements - the rest are all "issues addressed" for online play. The two changelogs are near indistinguishable.

Activision community liaison Dan Amrich has announced that the major downloadable content pack Revolution for Call of Duty: Black Ops 2 will be landing on the 28th February for PC and PlayStation 3. The DLC had been released on the 29th January for the Xbox 360.
