Despite Epic's earlier report that Borderlands 3 preloading wouldn't be available on PC, we can confirm thanks to 2K that this is incorrect - and the game will be available to preload on PC via Epic Games Store, as well as on Xbox One and PS4. While we don't have specific Borderlands 3 preload times, we have been told that preloading on PC and consoles will be available roughly 48 hours before the release times - so you'll have plenty of time to download the game before it comes out.
What are the Borderlands 3 launch times? When does it release on PC?
On consoles Borderlands 3 will be available September 13 at midnight in all territories - apart from San Francisco for some reason, who get it three hours earlier at 9pm on September 12. On PC however, things get a little more interesting as it's being released at midnight in the UK/BST timezone - but relative to that everywhere else, so at the same time everywhere essentially.
