Story mode is a special case in Gears 5, as each of the campaign’s Acts or missions depends on you playing a particular character. This means that you can’t switch your characters around in Story Mode if you’re playing solo.
The catch is that, if you’re playing CO-OP with a buddy, then you’ll have the option to choose who to play as. Note that this is still limited, depending on which Act you’re playing, but it’s better than nothing.

Obviously, Versus Mode is way more relaxed than Story Mode in this regard. If you choose ‘Quickplay’, the game will take you to a character selection screen right away, and will give you an wide array of characters to play as.
