Everything has to be unlocked or earned in Jurassic World: Evolution, and that includes dinosaurs. You start the game with just a handful, and have to get them all over the course of the game.

Jurassic World Evolution - How To Unlock All Dinosaurs
You don't get all dinosaurs at once, they have to be discovered as you go through dig sites. Build an Expedition Center and a Fossil Center and you can send teams on digs around the world to uncover and ultimately unlock new dinosaur specimens. Click the dig you want to go to - it'll have all the dinosaur fossils that can be dug up listed next to it - and wait for the fossils to come back, then analyse the good ones and sell the useless ones.
Once you hit 50% Genome you've unlocked that dinosaur, although you'll need a much higher genome if you want to start splicing or you don't want the dinosaur to die during incubation. Building an Expedition Center on every island unlocks new dig sites for all islands, so while you can't unlock every dinosaur from one island you can go back to an earlier, more profitable island to start sending expedition teams out - and then put those dinosaurs on any island.
Here's some specific popular dinosaurs and where you can unlock them - including all the ones that are only available through Contract missions:
- Velociraptor - unlocked on island two, Isla Matanceros, via fossils at dig sites.
- Tyrannosaurus Rex - unlocked on island three, Isla Tacano, via fossils at dig sites.
- Dilophosaurus - unlocked on island two, Isla Matanceros, via fossils at dig sites.
- Diplodocus - unlocked on island three, Isla Tacano, via fossils at dig sites.
- Deinonychus - unlocked on island three, Isla Tacano, via fossils at dig sites.
- Brachiosaurus - unlocked on island three, Isla Tacano, via fossils at dig sites.
- Stegosaurus - unlocked on island five, Isla Sorna, via fossils at dig sites - although on Sorna itself there are many roaming around so just pen a herd!
- Spinosaurus - unlocked on island five, Isla Sorna, via fossils at dig sites - although on Sorna itself the vicious guy from Jurassic Park III is roaming around so it's probably best to capture him instead, before he causes you trouble.
- Metriacanthosaurus - unlocked on island three, Isla Tacano, through a Security mission.
- Nodosaurus - unlocked on island three, Isla Tacano, through a Science mission.
- Kentrosaurus - unlocked on island four, Isla Pena, through an Entertainment mission.
- Giganotosaurus - unlocked on island four, Isla Pena, through a Security mission.
- Mamenchisaurus - unlocked on island five, Isla Sorna, through a Science mission.
