Victoria 3’s post-launch journey continues in 2023, as Paradox continues to improve and refine the grand strategy game’s intricate systems, in an effort to provide a better player experience. Regardless if you’re taking a break or have just begun a new playthrough, chances are that you’re curious about when patch 1.3’s release date is set to occur.
The developer has yet to commit to a fixed schedule for Victoria 3 updates, making it tricky to pinpoint an exact patch 1.3 release date prior to an official announcement.
Victoria 3 Patch 1.3 Release Date
The first major post-launch update went live two months after the game’s launch, in December 2022. Patch 1.2 went live in mid-March 2023, after spending a while in open beta.
We initially expected to see the grand strategy game’s next update arriving at some point in June or later, during the second half of 2023.
The developer later confirmed that Victoria 3’s patch 1.3 release date is now locked in to May 22, accompanying the Voice of the People Immersion Pack.

Victoria 3 patch 1.3 will introduce changes to enacting laws, Interest Groups, and more.
Laws will need to move through three phases before being passed, as opposed to relying solely on a percentage chance.
While the mechanics of Success, Advance, Debate, and Stall chances won’t change, the pace of the enactment clock will increase, to make up for the higher time requirement.
As detailed in the development diary linked above, revolutions are also seeing changes. A clock starts ticking when a political movement becomes revolutionary. As the meter fills up, it triggers an event, giving you options to deal with your unruly people.
New law categories will be introduced to better model land reform, state atheism, as well as technocracies and single-party states, which should translate to a higher amount of choice for players.
A broader roadmap released closer to the game’s launch outlines the developer’s plans for the first couple of updates, so we get a sense of what else we can expect in the coming months.
